
The UN Charter was signed June 26, 1945 in San Francisco, conclusion of the United Nations Conference on International Organization and came into force October 24, 1945.
The Statute of the International Court of Justice is an integral part of the Charter of the United Nations.
Amendments to articles 23, 27 and 61 of the Statute was adopted by the General Assembly 17 December 1963 and entered into force August 31, 1965. Another amendment to Article 61 was adopted by the General Assembly 20 December 1971 and entered into force September 24, 1973. The amendment to Article 109, adopted by the General Assembly il 20 dicembre 1965, entrò in vigore il 12 giugno 1968.
L’emendamento all’articolo 23 porta da undici a quindici Membri la composizione dei Membri del Consiglio di Sicurezza. L’articolo 27 nella sua dizione emendata dispone che le decisioni del Consiglio di Sicurezza su questioni di procedura siano prese con un voto favorevole di nove Membri (in precedenza sette) e su ogni altra questione con un voto favorevole di nove Membri (in precedenza sette) nel quale siano compresi i voti dei Membri permanenti del Consiglio di Sicurezza.
L’emendamento all’articolo 61, che entrò in vigore il August 31, 1965, brought the number of members of the Economic and Social Council from eighteen to twenty-seven. The next amendment to this article, which came into force on 24 September 1973, further expanded the number of members from twenty-seven to fifty-four.
The amendment to Article 109, which refers to the first paragraph of that Article provides that a General Conference of the Member States of the United Nations for the revision of the Statute will be held at a time and place to be determined by a vote a majority of two thirds of the Members of the General Assembly by a vote of any nine members (Formerly seven) of the Security Council. Paragraph 3 of Article 109 which concerns the consideration of a possible review conference during the tenth session of the General Assembly has been retained in its original form, that in his reference to "a vote of any seven members of the Council Security "and that in view of the fact that both the General Assembly at its tenth regular session of 1955 as the Security Council acted in full accordance with paragraph above.
